On his first day in office, President Donald Trump rescinded a 2023 executive order issued by former President Joe Biden aimed at mitigating the risks artificial intelligence (AI) poses to consumers, workers, and national security.
Biden’s executive order tasked the Commerce Department’s National Institute of Standards and Technology (NIST) with creating guidelines to help companies detect and address issues in AI models, including biases. It also required AI developers to submit safety test results to the U.S. government before releasing their systems to the public.
Trump and his supporters criticized the order, arguing that its reporting requirements were burdensome and could force companies to reveal trade secrets. During his campaign, Trump pledged to implement AI policies focused on “free speech and human flourishing” but did not provide specific details.

Generative AI, capable of creating text, images, and videos, has sparked excitement and concerns about job displacement and other risks. Meanwhile, the Biden administration recently introduced export restrictions on AI chips, which are facing backlash from industry leaders like Nvidia.
Although Trump repealed Biden’s AI risk order, he left intact a separate order aimed at addressing energy demands for advanced AI data centers, which encourages federal site leasing by the Defense and Energy departments.
